European Union member states are considering requiring that at least half of the critical raw materials the bloc needs are processed domestically, in an effort to better prepare for the clean-energy transition.

An updated proposal put forward by Sweden, which holds the EU's rotating presidency, would boost the requirement from 40% initially laid out by the European Commission, according to a copy of the document seen by Bloomberg.
